Buying Property in Secunderabad Cantonment? Check This Before You Pay a Token Advance

Most of Hyderabad follows GHMC and HMDA rules. Secunderabad Cantonment doesn't. It runs under the Cantonments Act, 2006 and the cantonment comes under the administrative purview of the Union Defence Ministry.That one difference changes how you verify land, how you get building approval, and whether you can build at all.

Where the Cantonment boundary runs

Secunderabad Cantonment Board is India's second largest cantonment board, with eight civilian wards and a population of about four lakh, and it oversees an area of 71.23 sq km. Localities under the Cantonment include Bowenpally, Sitharampur, Chinna and Pedda Thokatta, Tadbund, Sikh Village, Karkhana, Rasoolpura, Picket, West Marredpally, Trimulgherry, Lothkunta, Bolarum and several bazaar areas. The boundary doesn't follow locality names neatly. One street in Marredpally can be GHMC and the next one SCB. The quickest check: if the property tax is paid to the Cantonment Board, you are inside.

GLR: the one record that decides everything

Every piece of land in the Cantonment is recorded in the General Land Register (GLR). The Defence Estates Officer maintains the GLR and its plan, and any change to it needs Central Government sanction. Private freehold land also exists inside the Cantonment. That's the category you want.

Why Old Grant (B3) is the trap

Old Grants go back to the British era. They were given under a Governor General order of 1836. The land belongs to the Ministry of Defence, while the building on it belongs to the holder recorded in the GLR. Cblebong

You can still buy, sell, gift or inherit these properties, but only subject to Government of India conditions. Unauthorised construction, subdivision or change of use can make the property liable to be taken back by the Ministry of Defence. Cblebong

So if you plan to demolish an old bungalow and build apartments or a commercial complex, the Board can't clear it on its own. In one CAG-audited case, the Board forwarded the building plan to the Defence Estates Officer for NOC, who in turn sent it to the local military headquarters for comments. For big changes, this can end up at the Ministry, and it takes years.

Layout types SCB recognises

The SCB building plan system keeps separate document lists for sanctioned layout plans and for unsanctioned layouts such as open plots and old houses. Approval process, step by step

  1. Confirm GLR class. Get a certified GLR extract from the Defence Estates Office, Secunderabad. Don't rely on the seller's word.

  2. Check tax and mutation records. SCB building plan approval moved to the eChhawani portal, where property tax and mutation records are also available. The Hans India

  3. Apply online with the document set that matches your layout type.

  4. Airport NOC where it applies. Residents first get an airport NOC before submitting to SCB. The Hans India

What about the GHMC merger?

The Centre issued guidelines in June 2024 to excise the civil areas and merge them with adjoining municipalities. As of 2026, the merger still hasn't happened, and local leaders demanded in May 2026 that the Centre clarify its stand. Siasat DailyTelangana Today

Even after a merger, Old Grant doesn't go away. The DGDE has said that construction on land under Old Grant terms or leases will still need prior permission from defence authorities. Don't pay a premium expecting the merger to fix it. Prop News Time

Before you buy, confirm three things

GLR class of the land. Whether the seller owns the land or only the structure. Whether your planned construction fits SCB limits.
