Zone is King

Most people visit the site first. Check the zone never. That's backwards. A plot can have clean title, valid RERA registration, and LRS approval and still be completely unbuildable for residential use if it sits in the wrong zone. The Master Plan determines what you can legally do with any piece of land in Hyderabad's metropolitan region. Everything else is secondary to that.

What is the HMDA Master Plan?
The Hyderabad Metropolitan Development Authority Master Plan 2031 is the official land use map for the entire metropolitan region. Every survey number within HMDA jurisdiction is assigned a zone classification that dictates permitted use residential, commercial, agricultural, conservation, and everything in between.
That classification isn't a suggestion. It's a legal boundary. Building outside your zone's permitted use means no approvals, no permissions, and potential demolition.
The map looks colorful and technical. But once you know what each color means, it tells you more about a plot's real value and usability than any developer presentation ever will.

The Major Zone Classifications
Yellow - Residential Zone (R1, R2, R3)
The most sought-after classification for individual buyers. Houses, apartments, gated communities all permitted here. R1 is low-density residential, R2 is medium-density, R3 is high-density. Higher the density classification, higher the development potential and typically higher the land value.
If you're buying to build a home or invest in a residential venture, this is the zone you want confirmed before anything else.
Light Green Peri-Urban Zone
City outskirts classification. Construction is permitted but with restrictions on density and building height. This is where Hyderabad's next expansion wave is headed — which is exactly why long-term land investors target it.
The play here is time. Peri-Urban zones gradually get reclassified as the city grows outward. Buy correctly positioned land here and wait for the zone to shift toward residential. The upside is real, but so is the timeline — this is a 7 to 15 year thesis, not a 2 year flip.
Dark Green - Conservation or Forest Zone
Hard stop. Construction is restricted or outright prohibited. If a venture's survey numbers fall in this zone, no amount of clean paperwork makes it buildable. Walk away completely.
Blue - Commercial Zone
Highway-facing and main road-adjacent land. Shops, offices, showrooms, malls — all permitted. Rate per square yard is higher than residential, and so is the ROI potential if the location has traffic and footfall. Not relevant for home buyers, but very relevant for commercial investors.
Other Classifications to Know
Purple - Industrial/Manufacturing Zone: Factories and warehouses. Residential construction not permitted.
Orange - Multipurpose Zone: Mixed use permitted with conditions. Verify specific permitted uses before buying.
Red - Government/Public Use: Schools, hospitals, government buildings. Private construction not permitted.
How to Check Your Survey Number's Zone on HMDA Master Plan 2031
Two methods - use both and cross-verify.
Method 1: HMDA GIS Portal (Most Accurate)
Go to gis.hmda.gov.in
Click "Master Plan 2031" or "Land Use" from the map layers menu
The interactive map loads with zone color overlays
Use the Search by Survey Number option in the top panel
Enter your District, Mandal, Village, and Survey Number
The map zooms to your survey number and highlights it
The zone classification appears in the information panel on the right — note both the color and the written classification
Cross-check that the surrounding survey numbers are in compatible zones — a residential plot surrounded by industrial land has a very different future than one surrounded by other residential plots
Method 2: HMDA Town Planning Office - Physical Verification
For high-value purchases or when the GIS portal result is unclear:
Visit the HMDA Town Planning Section at Izzathnagar, Hyderabad
Carry the survey number, village name, and district details
Request a Zone Certificate or Land Use Confirmation Letter for your specific survey number
This physical certificate is the document that holds up in court and in building permission applications the portal is for reference, this is the official record
Zone Verification Checklist Before You Buy
[ ] Survey number located on HMDA GIS portal and zone classification confirmed in writing
[ ] Zone is Residential (Yellow) or compatible with your intended use - not Conservation, Forest, or Government
[ ] If Peri-Urban (Light Green) - investment timeline and development restrictions understood and factored into decision
[ ] Surrounding survey numbers are in compatible zones - no Industrial or Conservation zones immediately adjacent
[ ] No zone reclassification or Master Plan amendment pending for that area - check HMDA notices section for recent GOs
[ ] Zone classification on portal cross-verified with physical Layout Approval documents if buying in an approved venture
[ ] For commercial plots - frontage road classification confirmed as Commercial or Multipurpose, not Residential
One Thing Most Buyers Miss: Zone vs Current Use
A plot can be physically empty and visually look like any other piece of land. What matters isn't what it looks like today - it's what the Master Plan says it's designated for.
Equally important: just because a venture is being marketed as residential doesn't mean every plot inside it falls in a Residential zone. Layouts sometimes span multiple zone boundaries. Your specific plot's survey number needs to be checked individually not just the venture's overall classification.
Five minutes on the GIS portal tells you this. Don't skip it.
Zone determines use. Use determines value. Value determines everything else.
Check the Master Plan before you check the site. If the zone doesn't support what you're planning to do with the land, nothing else about the deal matters.
Pull your survey number on the HMDA GIS portal today. If the zone doesn't come back clearly Residential or compatible with your plan that's your answer, before you've spent a rupee.
